Toa Payoh New Town is HDB's second satellite town after Queenstown and it was built in 1970s The layout of the new town follows urban planning principles of the time. The housing estate is self-contained and has a town centre (The Toa Payoh Town Centre) acting as a focal point for the shopping and entertainment needs of the residents. Industrial developments were also built within the town to provide residents with job opportunities close to home while schools were built within the neighborhoods.

The commercial development, HDB Hub, located at the Toa Payoh Town Centre was completed in 2002. It is home to the Housing and Development Board’s headquarters and integrated with Singapore's first fully air-conditioned Toa Payoh Bus Interchange as well as the Toa Payoh MRT Station.

Besides its host of recreational amenities in Toa Payoh Town Centre, it also boasts excellent sporting facilities, including a stadium, an indoor sports hall and the country's best swimming complex, where the SEA Games swimming competition was held at. These are also the venues for several of the National Schools sports competitions.
